For the disclosure of the Divine Laws it is not necessary to form Laws to use only for the rational portion of our ability to cognize, 1, 2, 3, expressing itself in the application of logics or science, - 4, 5, 6 sub consciousness and feelings,  for example, in the religion, fine arts or extrasensorics – are no less important for the cognizance by the Mind of both the Universe and itself – and  these constituents complement each other.

In creating the Universe, the Creator didn’t create Good and Evil, - bursts of stars, black holes, eruptions of volcanoes, earthquakes or typhoons are neither Good nor Evil by themselves, and only Man perceives them as such. 

 The eruption of Vesuvius was an evil for people, because it destroyed them, but eruptions of hundreds of volcanoes before emergence a Man on Earth created a fertile soil, on which the harvest then grew, feeding him.

Undoubted Evil – Nazism and communism, which out of 4cm led to destruction of tens of millions of people, were not perceived as Evil for many years in  countries, where their supporters were in the majority of the populations of these countries. 

 The undoubted Evil – destruction of people was Good, when Nazi leaders were executed after the Nuremberg trial.

Cognizance is not exhausted with the discovery of Laws and the detection of Connections, - by Logics and Science. Religion, Fine Arts, Philosophy and Non-Realized – are other possibilities for Cognizance. All of them are complementary.

The Necessity of the Occasionality for the Creator indicates a lack of involvement in the development as a whole (conception of the Creator – “He doesn’t play dice”), nor the action of the Laws, it is necessary for this development, determines along with the Laws the face of our Universe, comes into them when necessary  and can change the sequence of occurrence of events, where appropriate.

The Creator gave to Man an unconscious feeling of  Absolute time, and due to that ability, Man can consciously and mentally transfer himself instantly to any time in the past or the future independent of  Space.

One of the interpretations of the Law II describes the superiority of the spiritual over the material and directly relates to  Man. However, it should be evident that initial formulation of Law II does not relate to the Creator himself. Therefore word “creator” is in lower font and under “Idea” it is implied  that  these ideas emerge from people.

Non-Perfection in the Basis is determined by the degree of distancing of Relative time from the Beginning of Creation.

As it is seen of 12c, 13c, 14c, Occasionality, which is the Non-Perfection of the 2nd kind, emerged at the very Beginning of the Creation, much earlier than the highest forms of Life and Man (who is Non-Perfection of the 4th kind). Though the emergence of Man was, as a whole, appropriate to the evolution of animals and corresponding to the conception of the Creator, it was  accompanied with a bigger set of the occasional factors, than the emergence of simly Life - Non-Perfection of 3rd kind.

The Occasionality itself, as it is clear out of 11co, is one of a main constituents of conception of the Creator.

Our very  existence discloses to us the conception of the Creator in relation to Life in our Universe and its highest forms. In other words, our Universe was conceived by the Creator as the most suitable place for their emergence (anthropic principle).

Is Man the only sapient being in the Universe?  We do not know and perhaps never will know the answer to this question...

There exists three possible answers to the question in 20cm:

1.     We are the only technological civilization in the Universe.

2.     There are few simultaneously existing technological civilizations in our Universe.

3.     There are many such simultaneously existing technological civilizations.

21cm 1 - It is highly unlikely that the Creator envisioned such an enormously complex Universe, with  only one human civilization emerging.

21cm 2 - is the most probable answer.

21cm 3 - The “silence of outer space” ( Fermi paradox) and the great set of factors necessary for the emergence of sapient life and, moreover, of technological civilization,  refutes  the previous supposition .

If the suppositions in 22cm are correct, then there exist galaxies, in which there are more technological civilizations, and there are galaxies, in which there are no such civilizations.

How long have these technological civilizations existed? 

It would seem that this very complex question has no answer since Earth civilization is the only civilization, known to us. 

But, nevertheless, there is an approximate answer to this question.

It is that in relative to technological civilizations there is the Law of decrease of the periods (V. Belakovsky). The period in this case – is the difference, expressed in years, between two closest key events. 

This Law carries a paradox.It says that technological progress decreases, not increases over the lifetime of civilizations. 

This is a qualitative Law, however, in relation to the Earth civilization it is possible to express it  an approximate quantitative form: 

-180,000 – -200,000 years – time of the emergence of contemporary man and application by him of hunting technologies, which emerged long before him with other  species.

~-60,000 years – the time of him settling him in Eurasia. 

~-41,000 years – the time of the emergence of Art – one of the forms of Cognizance.  

-8,000 – -10,000 years – the time of emergence of  agriculture. 

-6,000 – -7,000 years – the emergence of written language.

-560 – -1,135 years – emergence of printing technologies. 

-110 – -120 years – beginning of the contemporary technological revolution. 

-60 years – a first electronic computer. 

-35 years – a first processor. 

-24 years – a personal computer. 

+30 – +40 years – emergence of the self-perfecting robots with feelings, consciousness and artificial intellect, surpassing that of humans. The end of human civilization.  

(The year 2005 is year zero for point of reference).

Of course, the reason, indicated in the commentary 24cm, is not the only one that will lead to the destruction of civilization.

Other reasons can be divided into three categories:  

1. Outer space reasons:

a)     the fall of the asteroid or collision with a comet;

b)    the close outburst of the Supernova star;

c)     destruction, degeneration or the sharp flash of the our “native” star (stars);

d)    gamma flashes. 

 

2. Planetary reasons:

a)     natural cataclysms;

b)    ecological catastrophes;

c)     virus pandemics;

d)    world nuclear wars;

e)     decrease of the population birth rate.

 

3. Some reasons, connected with technological progress. 

a)     biotechnologies;

b)    nanotechnologies;

c)     rob technologies.

As follows out of 25cm, from all possible reasons leading to destruction of technological civilizations, in the commentary 24cm it is chosen the reason, related to 3rd category, -3c) – creation of the self-perfecting robots, having feelings, self-consciousness and artificial intellect, surpassing the intellect of those creatures, which comprise the natural civilization (e. g., human one). 

(Please note, that all three technologies, are interconnected, and consequences from that will occur in the near future. Not without reason Bill Joy – the former chief scientist of Sun Microsystems, calls these technologies by one name – GNR – technologies).  

But  do these measures exist to prevent its action?

Does the obligatory off-switch on the robot body, or codex of laws for robots, in the spirit of Asimov work?

Current work by the Japanese  and in USA, Europe and South Korea undertakes this preventative measures. 

Regretfully this is a naive view.The robot, having self-consciousness, will have a protective mechanism, acting no less strongly, than the feeling of self-preservation of man and animals. 

The famous British physicist Stephen Hawking considers that there are two other possibilities: artificial improvement of the human genes or uniting of the human brain and computer.

“We shall need to go along this way, if we want  biological organisms, as before, to surpass the electronic ones”- he says.  

But, this is a delusion. First, robots of future will be both biological, electronic, and / or a biological/electronic combination, and all will be created through the use of nano-technology. Second, such biological robots will have all genes “improved”.  

Third, to connect the human brain whith the brain of the robot, mentioned in the comment 24cm (in the future!), will not make sense, since the human brain will be the limiting link in this connection. The cyborg will loose to the “artificial” robot. Not that the era of cyborg has already begun. 

We must not forget, that the brains of such robots will not be some “constant value”. They will grow in limitless intellectual power, operational speed and memory...

One question, having no answer: will the robots, mentioned in 24cm and 26cm, biological, electronic or both, create a new civilization? 

If that is so, then there is an answer to the question as to why we haven't had contact with other civilizations: they are not interested in such contact – civilizations like ours is for them a surmounted stage.

If one may now look attentively in 25cm at the possible reasons leading technological civilizations to destruction,  one notes that they are arranged in the “ascending” order - from the least probable to the most probable, at least for our Earth. 

So, for example, reason 1a) - the fall of an asteroid or collision with a comet,- is predictable and is able to be removed by the powers of civilization, and 1b) – the close outburst of the Supernova star, - although being inevitable and is poorly predictable, but can happen or not during of “life term” of such civilization, and reasons 2c) - virus pandemics,  2d) - world nuclear wars are more dangerous from the point of view of full destruction than 2a) - natural cataclysms.  

But in reality the picture, of course is not so simple, as many of these reasons are interconnected  and influenceone another. During world wars there can emerge virus pandemics, and ecological catastrophe can lead to natural cataclysms and this is a consequence  - of the third category of reasons, - of technological progress.  

This picture is also complicated since these reasons  can act in the “unexpected” time for them, for example, the 3rd World war on the Earth may happen earlier than the above mentioned robots may emerge, and therefore the indicated order is needed to reveal the leading tendency.

As it follows out of consequence 22c and comment 19cm, the Religion of Basis doesn’t unite the further development after the Act of Creation of our Universe and the actions of the Creator. It doesn’t infringe in any way on the conclusions of Science, if they are confirmed theoretically and experimentally. 

Therefore, the Religion of Basis does not stand against with the theory of evolution, as other religions do. Similarly Science very often cannot answer many questions in a single-valued way. 

In the theory of evolution there are drawbacks and contradictions as relates, of course, to the question of origin of humans where possibly, there will never be full clarity, from the scientific point of view.
